Introduction:
The spatial planning system has a long history internationally, mainly including the Anglo-American spatial planning system based on the maritime law system and the Continent spatial planning system. Integrating the Anglo-American and Continent experiences with their conditions, the spatial planning system of East Asian countries generally has more strict planning formation and boundaries, and more accessible planning policies and objectives. There is a critical issue for Chinese planning management, how to combine the relevant laws to perform the use regulation for the inside and outside of planning boundaries according to Anglo-American and Continent experiences. This lecture series also introduces the Japanese underground space planning system in recent years.

Dr. Shen's research interesting includes policy-making support system, smart city planning and design for energy-saving and environment-friendly projects using GIS & VR. He served as commissioners of Architectural Institute of Japan, The City Planning Institute of Japan, New Energy and Industrial Technology Development Organization in Japan, and planning advisor in local cities of Japan and developed on-line design and planing tools for policy decision-making and enhancing public participation. Dr. Shen also participated in spatial strategic planning of local cities in China for Urban growth simulation. He is also work as a joint member of Fudan University and Phd Instructor in Tsinghua University, visiting professor in Chongqing University, served as Dean in School of Archtecture and Urban-rural Planning, Fuzhou University in China. Dr.Shen is Editor-in-chief of IRSPSD International (Indexed in SCOPUS, ESCI), book series editor of SPSD (Springer), and organizing an International Community on Spatial Planning and Sustainable Development.
