An invitation for Excellent Young Scientists Fund Program(Overseas)

Excellent Young Scientists Fund Program (overseas) was set up to encourage international outstanding young scientists that have already made noticeable achievements in natural science and engineering technology (including non-Chinese foreign talents) to come and work in China, choosing a research area and carry out innovative research. The purpose of the Program is to promote rapid growth of young scientific and technological talents, and cultivate them into leading scientists that work at the world frontier of science and technology.

Application eligibility

(The following content is extracted from the Guidelines for Excellent Young Scientists Fund Program (overseas) of National Natural Science Foundation of 2021. For specific information on the funding, please refer to the guidelines for similar programs issued in 2022.)

(1) The applicant shall abide by laws and regulations of the People's Republic of China, have a high level of scientific morality and practice the spirit of scientists in the new era;

(2) The applicant shall be born after September 1,1981;

(3) Applicants shall have a doctor's degree;

(4) Applicants shall be engaged in research areas including natural science and engineering technology;

(5) Applicants shall hold a post as a teacher or a scientific researcher at an overseas college, university, scientific research institution and enterprise R&D institution before April 30, 2022, and has working experience of 36 straight months; this restriction may be loosened for applicants that have obtained their doctor's degree abroad and have outstanding performance;

(6) Applicants shall have made scientific research or technological achievements recognized by industrial experts and have the potential to become an academic leader or outstanding talent in this area;

(7) The applicant has not taken on a full-time job (come to China to work) or takes on a full-time job (comes to China to work) after September 1, 2021. The applicant shall quit his/her job overseas or not have a job overseas after receiving the funding notice, and shall come to China and work for at least 3 years.

Program funding

Funding amount: 1-3 million yuan

Funding period: 3 years

Welfare

● Stable occupation---Tenure at a public institution. The applicant will be appointed as a professor, and given the qualification of doctoral tutor, and will be entitled to preferential policy in enrollment quota of doctoral candidates and master students.

● Favorable welfare---The applicant will be given settling-in allowance of 1.6 million yuan (exclusive of the part granted by the state government), annual income of 600,000 yuan (from all channels), and a substantial amount of money award for teaching and scientific research outside the job duties.

● Abundant funding support---The applicant will be given start-up funding of 2-6 million yuan (including the part granted by the state government), and may also apply for platform construction funds according to the requirements of disciplinary construction.

● Complete resource configuration---The applicant will be provided with high-standard scientific research platforms, office rooms and scientific research spaces.

● Desirable service support---The affiliated third-grade class-A hospitals and affiliated primary and middle schools of Chongqing University will provide high-quality medical services and education for the family and children of the applicant, and help his/her spouse find a job. The applicant will be entitled to exclusive service for high-level talents, including medical, financial, tourist and transportation services.

For candidates that submitted the application with Chongqing University as the base but the application is not approved, Chongqing University will provide competitive treatment after evaluation. If the applicant is appointed as a Hongshen Outstanding Scholar in 3 years after entry, the introduction treatment will be supplemented according to the treatment standard of the post.

Application support

After a preliminary agreement is reached, CQU will appoint specialized personnel to assist in the application, organize for disciplinary experts to review and guide the application in project selection and completion of project proposal, and provide related services for project application.

About Chongqing University

Chongqing University was founded in 1929 and is a national key university directly under the Ministry of Education and a "Class-A University under the National World-First-Rate University Construction Program". In recent years, Chongqing University has been working on the top-level design of the "Double-First-Rate" construction. As for construction of first-rate disciplines, Chongqing University has been making collaborative efforts to promote implementation of major construction projects of 6 major disciplines, optimize and adjust layout of the disciplines, and deepen connotation development of the disciplines, as guided by the general goal to "strengthen engineering disciplines, consolidate science disciplines, rejuvenate arts disciplines, boost social disciplines, expand medical disciplines and improve information disciplines", in an ultimate effort to reach the peak of first-rate disciplines. In order to enhance its scientific and technological innovation ability, Chongqing University has established the "1+5" new-type scientific and technological innovation system that is made up of 1 management organization and 5 scientific research entities. As for faculty teaching, CQU has established the "3+7" human resource system, and launched "Hongshen Young Scholar Program" in an effort to build a talent introduction and nurturing "pyramid" that has 4 levels and 7 categories.

Furthermore, Chongqing University is making great efforts in strengthening its scientific research layout and expediting construction of CQU Science Center. It is also building a large scientific device for "super transient experiment", and the world first 8-shaped cross large light source and ultra transient electron microscopy cluster that is capable of analyzing material of sizes from micron level to meter level by combining hard X-rays with transient high-energy electrons, in an effort to drive development of basic frontier technologies including advanced material science, quantum science and life science.

Chongqing University made remarkable progress during the "13th Five-year Plan" period and the first round of "Double-First-Rate" construction. Two disciplines of CQU, Engineering Science and Material Science, were included in world top 1‰ ESI disciplines, and the number of world top 1% ESI disciplines increased from 3 to 12. Seven disciplines, including Metallurgical Engineering, Instrument Science, Mining Engineering, and Civil Engineering are among the top 50 in the Global Ranking of Academic Subjects (the 17th place nationwide); another 23 national, ministerial and provincial scientific research platforms have been built up. Chongqing University led in the lunar surface mini-ecological system project that successfully sent forth the first sprout on earth, which was the first lunar surface biological growth and cultivation experiment in human history...In the Academic Ranking of World Universities of 2021, Chongqing University ascended to world top 300 for the first time.

At present, with "striking root in Bayu and serving development of Chongqing" as its responsibility, Chongqing University is seizing national strategic opportunities such as construction of Chengdu-Chongqing Economic Circle and construction of New International Land-Sea Trade Corridor in west China, and giving full play to its advantages in intelligence and talents to get intensively involved in the innovative economic-social development of the region. In collaboration with Chongqing Municipal People's Government, Chongqing University has set about making preparation to build Chongqing Laboratory, and the School of Yangtze River Ecological Environment. CQU has signed an agreement on comprehensively deepening strategic cooperation with the government of Wanzhou District. CQU is also making joint efforts to build an innovation ecosystem around Chongqing University and an international joint research institute with Shapingba District; the Supercomputing Center in collaboration with Shapingba District, High-tech Zone and Huawei; Mingyue Lake New Engineering Education Innovation Platform with Liangjiang New Area; Bishan Advanced Technology Research Institute with Bishan District; and a balloon platform for microwave vertical energy transmission test verification in Wulong District. Chongqing University is taking the lead in establishment of the "University Alliance of Chengdu-Chongqing Economic Circle" in a bid to build a community of science and education innovation in Chongqing and Chengdu.
